The Vietnamese Government has officially launched a national framework on business ethics and corporate culture, outlined in Decision 1157/QĐ-TTg. This initiative, signed by Deputy Prime Minister Phạm Thị Thanh Trà, aims to promote integrity, sustainable development, and international integration within the country’s business community.
This comprehensive framework applies to all economic sectors, including domestic and foreign entrepreneurs, professional associations, and relevant State agencies. It addresses key areas such as corporate governance, business operations, brand communications, and partnerships. The government intends to cultivate a business culture that honors traditional Vietnamese values while adhering to international standards for corporate governance, social responsibility, and sustainable practices.
Key objectives include fostering a community of ethical entrepreneurs, protecting the rights of employees and consumers, and enhancing the transparency and competitiveness of the business environment. This aligns with Party Resolution 59-NQ/TW, which stresses strengthening domestic capabilities and adopting international standards to boost the competitiveness of Vietnamese enterprises globally.
Specific implementation targets have been set: by 2027, at least 60 out of 200 pilot enterprises are expected to adopt codes of conduct based on the framework, and 10,000 entrepreneurs will receive training. By 2030, the goal is for 1,000 enterprises to actively implement the framework and align with international ESG standards, with at least 20 Vietnamese companies promoted at international forums.
The framework is built upon six core values: humanity, integrity, transparency, responsibility, innovation, and integration, with humanity as the central principle. These values are integrated into six groups of business standards, emphasizing customer and employee focus, legal compliance, fair competition, transparent governance, social and environmental responsibility, innovation, and international integration while preserving Vietnamese cultural identity.
