The Indian government is exploring a novel approach to bolstering its domestic artificial intelligence capabilities: taking an equity stake in a private AI firm. Discussions are underway for the government to acquire a 1% share in Sarvam AI, a Bengaluru-based startup, by converting a subsidy for Nvidia H100 computing chips into ownership. This potential move signifies a strategic shift for the Indian state, venturing beyond its traditional regulatory role to become a shareholder in a cutting-edge technology company.
This initiative is driven by a growing conviction within New Delhi that India must reduce its dependence on foreign AI firms for critical technologies. As AI increasingly becomes a strategic national asset, influencing everything from public services to national security, the government aims to foster self-sufficiency and ensure India’s competitive edge on the global stage. This aligns with a global trend where nations are actively investing in and supporting domestic AI champions.
However, this interventionist strategy is not without its critics. While acknowledging the government’s objective to secure national AI capabilities, experts like Amit Ranjan, co-founder of DigiLocker, emphasize that AI products must ultimately compete on merit and quality. Harish Mehta, a NASSCOM founder, raises concerns about the efficacy of governments attempting to build national AI champions. He points out that the frontier of AI development, particularly in Large Language Models (LLMs), demands immense capital, computational power, and top-tier research talent – resources that are difficult for state-backed entities to consistently command and retain, especially given the mobility of skilled AI professionals.
Mehta further highlights that advanced AI models are dynamic, requiring continuous evolution and are heavily reliant on the ingenuity of their human creators. This dynamic nature makes them distinct from traditional infrastructure assets that governments might own.
