Finland has undergone a significant restructuring of its business-support ecosystem, a move designed to streamline how Finnish companies transform innovative ideas into global exports. In a strategic shift, Business Finland’s international network, comprising approximately 130 staff members, has been transferred to the Ministry for Foreign Affairs. This integration aims to bolster trade promotion efforts by placing them under diplomatic leadership, with ambassadors now overseeing all trade-promotion activities in their respective markets.
The reform seeks to create a more cohesive approach for Finnish businesses navigating international markets, particularly in addressing geopolitical risks, sanctions, and market access challenges. While this restructuring integrates trade promotion with foreign policy expertise, Business Finland will now sharpen its focus on its core mission as a primary funder of innovation and research within the country.
Despite a reduction in funding for some export promotion programs, Finland has substantially increased its annual R&D investment. The funding has risen to nearly €1 billion, aligning with the national objective to elevate R&D spending from 3.2% to 4% of GDP by 2030. This strategic financial commitment underscores Finland’s dedication to fostering companies with export ambitions and developing technologies that possess both commercial and strategic value, especially in the current global security climate.
A key consideration in this transition is maintaining a robust feedback loop of market intelligence. Lassi Noponen, Director General of Business Finland, has emphasized the importance of this connection for guiding companies from research and development to successful global market entry. Juha Pyykkö, Deputy Director General at the Foreign Ministry, expressed confidence that the integration will enhance this feedback mechanism by leveraging diplomatic insights alongside business promotion expertise. Future initiatives may include piloting fee-based specialist business services for Finnish companies abroad, drawing inspiration from successful models in other Nordic countries.
