Cardinal Condemns Assassination, Advocates for Expatriate Rights
In a recent Sunday mass at Saint Mary’s Church in Bkerki, Cardinal Mar بشارة بطرس الراعي addressed the critical issues facing Lebanon. The Cardinal began by expressing his sorrow and condemnation of the assassination of Elio Abu Hanna, which occurred a week ago at the entrance of the Shatiila Palestinian camp. He offered condolences to the family and called for justice, reflecting on the importance of unwavering faith in times of adversity.
Expatriates’ Rights and National Unity
Cardinal الراعي then shifted focus to the situation of Lebanese expatriates, emphasizing that they should not be considered second-class citizens. He highlighted that these expatriates, who carry Lebanon’s image abroad, have a right to participate in national decision-making. According to Law 44-2017, specifically articles 112 and 122, six seats in the Parliament are allocated for Lebanese expatriates, with one seat per continent. However, the Cardinal noted that many national forces are advocating for the full right of expatriates to elect all 128 members of Parliament.
The Cardinal underscored the significant contributions of expatriates, who have supported Lebanon through financial transfers, projects, and by presenting a positive image of the country. He questioned whether the current system of limiting their representation is a fair reward for their efforts. The delay in implementing the full electoral rights, he argued, undermines the principles of equality and citizenship as enshrined in the constitution.
Call for Reform
Cardinal الراعي concluded his address by drawing a parallel between the building of a church on faith and the construction of a nation on truth, justice, and conscience. He called on officials to initiate comprehensive reforms, including political and constitutional, financial and monetary, administrative and infrastructural, judicial, and social and productive reforms. He emphasized that a nation’s strength lies in the full participation of all its citizens, both those residing within the country and those abroad. The Cardinal’s message resonates with the urgent need for a unified and just Lebanon.
